Not sure if it will apply in your parts of the world, but it seems likely.
I've been digging around for a while for a dust bin, but wasn't keen on using a plastic chemical drum (the blue ones with the toggle action metal band clamped lids) or the fibre equivalent - some are not so keen on the fire risk.
I found a local environmental recycling company here that takes in used steel drums, and washes, shot blasts and repaints them - after removing the top and forming a bead on the edge to take the pressed metal flat lid they supply which has a tough elastomer seal bonded to it. This is secured using the usual toggle action metal band clamp.
They sell for the equivalent of about $40 each here. I bought two to have a stand by. Maybe there are people offering a similar service elsewhere.....
A 55 gal drum may be a bit heavy for this use for some (i have a good handcart), and height may be an issue too for those installing their system under an eight foot ceiling.
